Below is the link for an online absentee ballot 
application.  If you receive an absentee or mail-in ballot but haven't 
returned it, you can simply go to your polling place on Election Day and
 vote in person. You should bring your blank ballot and envelopes with 
you to surrender them to the poll workers. Once you surrender your 
absentee ballot, you will be able to vote using a regular 
ballot at the polling place.
In Pennsylvania, the County Board of Elections must receive your application for an absentee ballot no later than 5 p.m. on Tuesday, 10/29.  
The deadline to return your voted absentee ballot is 8:00 PM on Tuesday, 11/5.
